Abstract

Abstract: This research discusses the implementation of Musi Banyuasin Regency Regional Regulation Number 2 of 2018 concerning time limits for holding people's parties in Bayung Lencir District. The research focus lies on four main aspects of policy implementation, namely communication, resources, disposition or attitude, and bureaucratic structure. The research results show that policy communication is carried out effectively through various forums and appeals, supported by synergy between related agencies, including local government, Sector Police, Satpol PP, and community leaders. Although this policy faced some initial resistance, especially from entertainment owners and people who had become accustomed to nightly parties, ongoing education was able to increase public understanding. Apart from that, good coordination between government officials and related agencies has succeeded in ensuring policies are implemented effectively in the field. However, obstacles to implementing this policy include low public awareness, conflicting economic interests, and social and political pressure. People tend to find it difficult to accept change because night parties are considered a tradition. Entertainment owners felt economically disadvantaged, while social and political pressures contributed to slowing policy acceptance. However, overall, this policy has succeeded in reducing potential social problems such as alcohol consumption, gambling and riots during public parties at night. A more persuasive approach and support from elements of society is needed to increase the effectiveness of future policies.
